In addition, mass gathering is also prohibited, but churches are allowed to open for as long as health protocols are strictly followed to suppress the outbreak of virus for the safety of the people. Lastly, prayer and strict self-discipline was highly promoted. These are one of the solutions that we can do to bit this virus. Still, it is in our hands how can we save ourselves in this deadly virus of our time.

BRUSSELS/WASHINGTON — The United States plans to accept up to 100,000 Ukrainians fleeing Russia’s invasion
and is pledging $1 billion in new humanitarian aid, the Biden administration said on Thursday after a month of
bombardments touched off Europe’s fastest-moving refugee crisis since the end of World War Two.
The announcement coincided with U.S. President Joe Biden’s meeting with European leaders in Brussels to coordinate
the Western response to the crisis.
More than 3.5 million people have fled since Russia invaded Ukraine on Feb. 24, putting a strain on the neighboring
European countries receiving them.
U.S. lawmakers and advocates have urged Biden to do more to help those seeking refuge in the United States.
In the first two weeks of March, seven Ukrainian refugees were resettled in the United States, internal U.S. State
Department data seen by Reuters shows.
Some Ukrainians have traveled to Mexico to seek U.S. asylum at the southwest border.
A senior Biden official said the administration still expected many Ukrainians to choose to remain in Europe close to
their home country but added the U.S. commitment to receive more people would relieve some pressure on European
nations currently hosting the bulk of refugees fleeing the conflict, which Russia calls a “special military operation.”
“We recognize that some number of Ukrainians who have fled may wish to come to the United States temporarily,” the
official told reporters on the condition of anonymity.
The Biden administration said in a statement it would use “the full range of legal pathways” to bring Ukrainians to the
United States, including the U.S. refugee resettlement program, which provides a path to citizenship.
As part of the effort, Ukrainians may enter through existing visa avenues and through a relief program known as
“humanitarian parole,” which allows people into the country on an emergency basis, the senior administration official
said. The Biden administration said it will focus on Ukrainians with family members in the United States.
Reuters reported details of the plans earlier this week.
‘Lots of questions’
Before the crisis erupted in Ukraine, Biden launched the largest U.S. resettlement effort since the Vietnam War by
accepting about 80,000 Afghans – many arriving in a mass airlift operation – after U.S. troops left Afghanistan following
20 years of war.
In contrast to the Afghan evacuation, however, the 100,000 Ukrainians would not necessarily be allowed into the United
States all at once or even within the current fiscal year, which stretches until the end of September, the U.S. official
said.
About 355,000 Ukrainian immigrants live in the United States, according to data analyzed by the Migration Policy
Institute (MPI), a Washington-based think tank.
Julia Gelatt, a senior policy analyst with MPI, said that she welcomed the new U.S. commitments, but that “there are
lots of questions” about how much, and how quickly, they could help.
A Democrat, Biden set a goal to resettle 125,000 refugees this fiscal year, which began last October, a massive jump
from former President Donald Trump, a Republican who slashed refugee levels. But amid COVID-19 delays and other
challenges, only around 6,500 refugees from around the world have been admitted, far below Biden’s goal.
For Ukrainians who have relatives in the United States, the administration will seek to speed up the processing of family-
based visas for permanent residency.
But placing Ukrainians through these legal pathways risks adding to an already ballooning backlog of hundreds of
thousands of unprocessed visa applications, Gelatt said.
The humanitarian parole program, another route the administration could use for Ukrainians, does not provide
permanent status in the United States, meaning Ukrainians entering that way would face an uncertain future.

On Sept. 14, 2020, President Duterte criticized pharmaceutical companies in
Western countries for asking advance payment for their COVID-19 vaccines. The
President complained, “Kung sabihin mo na, sige wala pa ‘yung vaccine, there is nothing
with finality and you want us to make the reservation by depositing money, you must be
crazy.” Besides, the President stated, “The procurement law of the Philippines does not
allow you to buy something which is non-existent or to-be-produced as yet.” The
President was referring to Republic Act No. 9184 or the Government Procurement
Reform Act.
The President vowed to prioritize buying COVID-19 vaccines from China and
Russia because of their “generosity” in not demanding advance payment. “If the vaccine
of Russia and China are equally good and effective just like any other vaccine invented
by any country, I will buy first,” the President declared.
The President is sadly mistaken in his pronouncements. First, Philippine law
expressly authorizes the President to approve advance payment in any amount for the
purchase of goods, particularly in case of calamities like a pandemic. Second, China
and Russia will prioritize their own citizens since their state-owned companies are
developing their vaccines.
Under Presidential Decree No. 1445 or the Government Auditing Code, the
President is empowered to approve advance payment for the purchase of goods.
Section 88 of PD 1445 provides, “Except with the prior approval of the President (Prime
Minister) the government shall not be obliged to make an advance payment for services
not yet rendered or for supplies and materials not yet delivered under any contract
therefor.” In Resolution No. 06-2020 dated April 6, 2020, the Government Procurement
Policy Board requested the President to exercise his power under Section 88 of PD
1445 to “increase the allowable amount of advance payment from fifteen percent (15%)
to thirty percent (30%) of the contract amount” of certain goods, including common
medicine, in view of the existing pandemic. In Memorandum Order No. 48 dated April
20, 2020, the Office of the President approved this request for increase in advance
payment. Under Section 4(u) of RA No. 11494 or the Bayanihan to Recover as One Act,
the procurement of supplies, goods, and equipment determined by the Department of
Health as needed to address the COVID-19 pandemic constitutes “exemptions from the
provisions of the bidding process required under Republic Act No. 9184 or the
Government Procurement Reform Act.” Under Section 12 of the Bayanihan to Recover
as One Act, “the requirement of Phase IV trials for COVID-19 medication and vaccine stipulated in the Universal Health Care Law is hereby waived to expedite the
procurement of said medication and vaccine.”
Under Operation Warp Speed, the US government allocated almost $10 billion
to fund the research, development, and manufacture of COVID-19 vaccines by
pharmaceutical companies. While this funding is a donation, the pharmaceutical
companies in turn agreed to donate to the US government a certain quantity of any
successful vaccine produced. The European Union has also financed part of the
research, development, and manufacture of vaccines by pharmaceutical companies,
with the financing considered as down payment on the vaccines that will actually be
purchased by EU member states.
The US and EU member states will have priority in the distribution of any
successful vaccine since they have invested in the research, development, and
manufacture of the vaccine. The US and the EU have calculated that gaining six to 12
months’ head start in deploying any successful vaccine will be worth the risk considering
the damage the lockdowns and work suspensions have inflicted on their economies.
The President now realizes that the West, China, and Russia will prioritize their
own citizens in the distribution of vaccines and that Filipinos may be among the last in
the long queue. On Nov. 11, 2020, the President explained: “So you can expect that in
